The Founder's Written Defense at His Trail for a Speeding Ticket
I, Stephan Pacheco, was issued a speeding ticket on
the 24th day of October, 2000, for exceeding the decreed speed
limit of 55 mph on Highway 211 west of Luray, Virginia. My recorded speed
was documented at 70 mph. The document that I was issued, the speeding
ticket, was for an initial amount of $45.00, $3.00 for each mile per hour
over the decreed speed limit. I signed the document which only obligated me
to defend myself in court on the 7th of December, 2000, which I
did by written statement. I was found guilty of speeding, which I never
denied. I refuted the grounds of issuing any speeding ticket. Many would
have merely paid the pittance of $45.00 to avoid this time consuming
process, but I will not pay for a fine to support a system I do not believe
in. I am told that I will have my driver’s license revoked if I do not pay
this fine that increases with my every grasp to obtain justice from a
judicial system that I am criticizing as my defense. I cannot pay a fine
that has been issued on the grounds of "assuming" that I might cause damage
to something. These so called "safety laws" reap a profit of more than 75%
nationally, as has been recorded by US government documentation. I have
damaged no property, I have harmed no body, yet I will be punished to a high
degree because I will not allow myself to be exploited for the gains of a
governmental system that claims to have the power of knowing how to keep me
safe. The truth is that nothing can keep me safe and nothing can keep anyone
safe. The world will continue its cycle of life and death, that is
indisputable fact, and nothing can stop it. The US government has created a
guise, a lie, that claims it prevents harm by these laws. A government that
benefits by lying to the people it claims as its own is a tyrannical one. I
make note that many of the people that supported these laws did not do it
with financial gain in mind. They did it to feel that fleeting comfort
within themselves that told them they were preventing something, that they
were saving someone of something. I make note that many people that pushed
these laws through legislatures, or changed the initial purpose of these
laws, merely lied to themselves. The particular law of speeding, itself, was
originally created out of practicality as a means of preserving fuel during
US "police actions" in various Asian countries, which is also noted in US
documentation. The law has sense been warped and preserved only as a means
of financial gain within a city, county or State, especially after the
federal appeal of national speeding laws. Lies are lies no matter where they
come from or what form they take, and lies in any form will mangle faith
within a nation.
I am 21 years old and will be harmed by a
government revoking my license for not paying a fine that I know to be
unjust. I will be denied my right to work, because I will not be able to
drive there. I will be denied many rights by this act, but I will not list
them all. The US government tells us that we need driver’s licenses so that
we know that everyone driving knows how to drive, that we are safe, but we
know as fact that many people driving on US roads don’t know how to drive.
Anyone can get a driver’s license. The license exists only as a penalty to
be revoked when moneys are not paid. I am proof of that.
In conclusion, I waive my right to appeal on the 23rd
of January, 2001, on the grounds that justice in the United States of
America is a biased tool that will use its assumed "power" to exploit and
manipulate me, just another Citizen betrayed by a system originally created
to serve its people, and not to rule them.

Stephan's Appeal to the Governor of the Declared Nevada
Attn: Governor Kenny Guinn
Governor:
I am seeking your assistance as the governor of my
home State and current State of residence. The State of Virginia will soon
be attempting to revoke my driver’s license for not paying a speeding
ticket. Though it is not a great amount of money the matter is far more
complex for me than for most, for I am a man of principle. Please read the
short statement I have sent to the Circuit Court of Page County, Virginia
that I have included as the second page of this fax. If it is possible for
you to serve the people of your sovereign state, to assist me in my defense
of freedom and in defiance of exploitation I would greatly appreciate it. I
hope, Mr. Guinn, that you see the penalty that will come from a nation
making criminals out of the majority of its citizens.

me you have many things of importance to deal with.
